The basis of the success of any democratic state is the co-operation between the legislative and ececutive powers. Co-operation between authorities of the country pays for the development and progress and gives people confidence to the future of the country. Here comes the idea of creating the ministry to extend the bridges of co-operation between the legislative and executive authority.

In 1998, an Amiri Decree No.42 for the development of the post of Minister of the State for the National Assembly Affairs and to determine the terms of the reference of the Minister issued decree No.53 of the 1998 dated 04/19/1998.
